01 empty lionsA conference for presentation of the National Referral and Assistance Mechanism for Victims of Trafficking will be held on 25 November 2010, at 10.00h. The conference is organized by Foundation "Association Animus" and the National Commission for Combating Trafficking in Human Beings and will take place in Interpred, Hall "Sofia" at Blvd. "Dragan Tsankov" 36.

The conference will be opened by Mr. Tzvetan Tzvetanov, Deputy-Prime Minister and Chair of the National Commission for Combating Trafficking in Human Beings and His Excellency Karel van Kesteren, Ambassador of the Netherlands to Bulgaria.

The National Referral and Assistance Mechanism for Victims of Trafficking in Bulgaria is a framework for cooperation and coordination among the state authorities with regard to the assistance provided to the victims of human trafficking. The main aims of the National Mechanism are to ensure the observation of human rights of the victims of trafficking and to provide an effective care and referral of the victims to the relevant services. The National Mechanism supports the national policy for protection of the victims and the related to it issues such as regulation of the stay and repatriation, provision of compensations for the victims, protection of the witnesses, etc.

The mechanism was developed under the initiative of "Association Animus" in partnership with the National Commission for Combating Trafficking in Human Beings under a project, financed by "MATRA" programme of the Government of the Netherlands. It observes the present European practices and policies for protection of the victims of trafficking as well as the suggested by the European Commission Directive for Combating Trafficking in Human Beings and Protection of the Victims (substituting the Framework Decision 629/JHA of 2002) which has been included in the Council of Europe Convention on Action against Trafficking in Human Beings.

The National Referral Mechanism synchronizes the work of all institutions involved in the protection of the victims of trafficking. A multi-institutional group of experts was set up for its preparation which was consulted by Mrs. Barbell Wool, Chairperson of the Expert Group on Trafficking in Human Beings at the European Commission. Partners in the process have been the international association "La Strada International" – European network for prevention of human trafficking whose member is "Association Animus" and the International Centre for Migration Policy Development and the International Organization for Migration (ICMPD).
